This study looks into the Rwandan arts sector, aiming to provide a comprehensive overview and offer recommendations for the British Council and key stakeholders to contribute effectively to its growth. Specifically, the research explores the diverse range of organisations and artists, their unique characteristics, and capabilities. It also identifies the sector's needs, challenges, and opportunities for scaling.

By understanding these factors, the study seeks to propose strategic recommendations for the British Council and its partners to support the sector's development. Additionally, the research investigates the opportunities available to creatives from minority groups, including women and individuals with disabilities, to participate fully in artistic creation and collaboration.
